Nicole A. Carkner, Quad City Health Initiative Executive Director

Ms. Carkner joined the Quad City Health Initiative as its first full-time staff member in December 2001 and is responsible for the daily management and operations of the Initiative.  Formerly, Ms. Carkner was a health care management consultant in Chicago, IL and Fairfax, VA working with hospital systems, pharmaceutical companies, health care insurers and health related government agencies.  Her expertise includes strategic planning, marketing, performance measurement and business development.  Ms. Carkner holds a M.B.A. in Health Care Management from the Wharton School of the University of Pennsylvania, Philadelphia, PA and an A.B. from Dartmouth College, Hanover, NH.  Ms. Carkner currently resides in Bettendorf, IA with her husband and son and enjoys traveling, reading, and cooking. 


Rebecca J. Anderson, Quad City Health Initiative Assistant

Ms. Anderson joined the Quad City Health Initiative in March 2002 and is responsible for all administrative functions of the Initiative.  Formerly, Ms. Anderson worked in administrative and secretarial positions in the health care, education and business communities in the Quad City area.  Ms. Anderson has attended classes at Scott Community College, Bettendorf, IA and graduated from United Township High School, East Moline, IL.  Ms. Anderson currently resides in Taylor Ridge, IL with her husband and two children and enjoys horseback riding and roller-skating. 



Denise Bulat, Bi-State Regional Commission

Denise Bulat is Board Chair of the QCHI Board and joined the QCHI Board in 2005.  She has served on the Executive Board since 2006.  She served as the Chair of the first joint Quad City Vitality Scan and Snapshot, a QCHI collaboration with United Way, the Community Foundation of the Great River Bend and the Moline Foundation.  Denise is the Executive Director of the Bi-State Regional Commission and has been with Bi-State since 1984.  She holds a BS in Ecology from Iowa, a MS in Environmental Engineering from the University of of Iowa and a Masters in Public Administration from Northern Illinois University.  At Bi-State, Denise oversees the various activities of the Bi-State Regional Commission, which serves the five-county area of Muscatine and Scott Counties in Iowa and Henry, Mercer and Rock Island Counties in Illinois.  Those activities include transportation, comprehensive, recreation, land use and environmental planning, coordination of community and economic development planning activities, grant writing and administration, graphics services, and intergovernmental efforts.  Denise and her husband Carl have two daughters.  Denise enjoys traveling with her family, running and hiking.

Mr.Horstmann is Vice Chair of the QCHI Board and joined the QCHI Board in 2005.  He has also served on the Smiles For All team since its inception.  Mr. Horstmann is a CPA in Illinois and Wisconsin, spent 6 years in Public Accounting and 17 years in Retail Financial Management.  He joined Augustana College in 1983 as Vice President for Development.  Since his retirement from Augustana in 2003, his community service has included board and other positions for numerous not for profit organizations in the Quad City community.  Mr. Horstmann and his wife Carol reside in Rock Island, Il.  They have three children and six grandchildren who reside in several U.S. communities - all delightful places to travel.

Richard L. (Bud) Phillis, M.D. (Ret.), Quad City Health Initiative, Past Board Chair

Dr. Phillis established the Quad City Health Initiative in 1999 in collaboration with Genesis Health System and Trinity Regional Health System and has long been a champion and advocate of the healthy communities concept.  Dr. Phillis was a practicing physician for 36 years in the Quad City area specializing in Internal Medicine.  He completed his M.D. at the University of Illinois College of Medicine, Chicago, IL and his internship and residency in Internal Medicine at the City Hospital of St. Louis in the St. Louis University Service, St. Louis, MO.  Dr. Phillis also completed premedical training at St. Ambrose University in Davenport, IA.  Dr. Phillis currently resides in Milan, IL with his wife and enjoys walking, gardening and most other outdoor pursuits.
